Vietnam has provided neighbouring Cambodia with USD22 million in credit to support the military modernisation efforts of the Royal Cambodian Armed Forces (RCAF).
Vietnam's Ministry of Information and Communication said on its Bao Dat Viet news service on 6 September that funding had been made available to the RCAF to buy unspecified defence equipment, and enhance military training and healthcare.
Some of the funding was also allocated to the construction of an air defence command headquarters for the RCAF in Phnom Penh and the development of RCAF topography capabilities.
Details about the equipment to be transferred to the RCAF were not disclosed, although it is possible, given the development of air defence capabilities, that the arrangement includes Cambodia's purchase of Vietnamese anti-aircraft weaponry, related spare parts, or ammunition.

Vietnam gave (or supplied) Cambodia 15 Mig-21 at dirt cheap price worth 150 million US dollars when Cambodia defense budget was no more than 100 million US dollars. Years later, one foolish Cambodian general sent the planes to Israel to upgrade for 80 million US dollars. But after 2 planes upgraded, Cambodia did not have the money to pay, so Israel kept one plane. The rest of the planes cannot fly.
Cambodia is so pathetic and cannot operate without Vietnam's direct help.

I believed it is for improvement of Cambodia air defense. I wouldn't trust the Viets second hand systems. These system might have self destruct built into them. All it's take a direct radio commands and bye bye Khmer crews. May be even some kind of jam codes to blind Cambodia in time of need. Now, you have to ask yourself why would the Viets wanted to arm a future adversary. Cambodia would be better of take a loan from People of China for Chinese weapons and radar, Their weapons might not be western standard but they are cheap and very capable. Some Chinese ground weapons are even performed better in real battles around the world. Cambodia obviously can't afford modern fighter jets from even China. Cambodia can afford medium rang SAM systems from PLA. These systems take times to train a crews to maintenance and operate. So RCAF should already start sending personels to learn. Russian weapons are also very effective for limited defense Country like Cambodia. In modern war aircraft can destroy a concentrate troops of a whole division with one pass. Both Thai air force armed with advance J-39 Gripen, F-16 A/B, F-5 Tigers, L-59 Albotross can wiped out Khmer armors divisions in weeks. Viets air forces armed with Su-27 Flankers, Su-30 MKV, Su-22 Fitters, Mig-27, Mig-21 Bisons can overwhelm Cambodia air space in days. In modern war an enemy controlled air space can dictate ground wars. Cambodia has no chance against Viets or Thai in air space controls. AIR DEFENSE A MUST TO PREVENT THIEF NEIGHBORS LIKE YOUN & SIAM FROM INTRUDING.
