ប្រជាពលរដ្ឋខ្មែរភាគច្រើនដែលបានកើតទាន់សម័យសង្គមរាស្រ្តនិយម តែងតែសរសើរមិនដាច់ពីមាត់ពីភាពសុខសប្បាយ និងរីកចម្រើនរបស់សម័យនេះ។
គណបក្សសង្គមរាស្រ្តនិយម ត្រូវបានបង្កើតឡើងនៅឆ្នាំ១៩៥៥ ដោយសម្តេចនរោត្តម សីហនុ ហើយប្រជាពលរដ្ឋខ្មែរនៅសម័យនោះ បានហៅរបបដឹកនាំនៅសម័យនោះថា សម័យសង្គមរាស្រ្តនិយម ឬសម័យសង្គម។
តាមឯកសារប្រវត្តិសាស្រ្តបានបង្ហាញថា បន្ទាប់ពីមានសន្និសីទនៅទីក្រុងហ្សឺណែវឆ្នាំ១៩៥៤ ដើម្បីរកវិធីដោះស្រាយ និងបញ្ចប់ជម្លោះនៅឧបទ្វីបកូរ៉េ និងការស្តារសន្តិភាពឡើងវិញនៅឥណ្ឌូចិន សន្និសីទបានសម្រេចឲ្យមាន ការដកកងទ័ពបរទេសទាំងអស់ចេញពីទឹកដីកម្ពុជា និងបានតម្រូវឲ្យក្រុមប្រដាប់អាវុធខ្មែរនានាក្នុងទឹកដីកម្ពុជាទម្លាក់អាវុធចុះ និងចូលរួម ឬបង្កើតបក្សនយោបាយត្រៀមប្រកួតប្រជែងក្នុងការបោះឆ្នោតសកលមួយនៅឆ្នាំ១៩៥៥។
ដើម្បីបានចូលក្នុងឆាកនយោបាយ សម្តេច នរោត្តម សីហនុ បានសម្រេចព្រះទ័យដាក់រាជនៅឆ្នាំ១៩៥៥ ហើយបានផ្ទេររាជបល័ង្គនេះថ្វាយព្រះបិតារបស់ទ្រង់ គឺព្រះបាទនរោត្តម សុរាមរិត ដើម្បីបានចូលធ្វើនយោបាយស្របទៅតាមច្បាប់រដ្ឋធម្មនុញ្ញ។
សាស្ត្រសាចារ្យប្រវត្តិសាស្រ្ត នៃសាលកវិទ្យាល័យភូមិន្ទភ្នំពេញ លោក វង់ សុធារ៉ា បានបញ្ជាក់ពីគោលបំណងរបស់សម្តេច នរោត្តម សីហនុ ក្នុងការបង្កើតគណបក្សនយោបាយថា ទ្រង់មានព្រះរាជបំណងបង្រួបបង្រួមអ្នកនយោបាយដែលបានបែកបាក់គ្នា ឬមាននិន្នាការនយោបាយផ្សេងៗគ្នាឲ្យរួបរួមគ្នាវិញ និងទ្រង់មានព្រះរាជបំណងបម្រើប្រជាជនឲ្យអស់ពីកម្លាំងកាយចិត្ត។ លោកសាស្រ្តាចារ្យបានបញ្ជាក់បន្ថែមថា «ជាការពិត ចលនាសង្គមរាស្រ្តនិយមបានសម្រេចជោគជ័យក្នុងការបោះឆ្នោតឆ្នាំ១៩៥៥ហ្នឹងដោយសារមានការគាំទ្រពីប្រជាជនភាគច្រើន ដល់ពេលចលនាហ្នឹងបង្កើតជារដ្ឋាភិបាលសង្គរាស្រ្តនិយមហ្នឹងឡើង ក្លាយជារដ្ឋាភិបាលមួយមានប្រជាប្រិយភាព ពីព្រោះសម្តេច នរោត្តម សីហនុជាអ្នកដឹកនាំកំពូលរបស់ចលនាហ្នឹង និងជាអ្នកដឹកនាំរដ្ឋ ជារដ្ឋបុរសដ៏ឆ្នើម ហើយលោកដឹកនាំប្រទេសហ្នឹងមានការរីកចម្រើន អ្នកណាក៏ទទួលស្គាល់ដែរ លោក ចាស្ទីន ខូហ្វិល (អ្នកនិពន្ធបរទេស) ធ្លាប់បាននិយាយថា សម័យសង្គមរាស្រ្តនិយមហ្នឹង គឺជាយុគ្គសម័យមាសនៃប្រវត្តិសាស្រ្តកម្ពុជាសម័យទំនើប»។
ប្រធានអង្គការស្រាវជ្រាវជាតិកម្ពុជា លោក ហ៊ាង រិទ្ធី បានលើកឡើងពីសមិទ្ធិផលជាច្រើនដែលបានកើតមានឡើងនៅក្នុងសម័យសង្គមរាស្រ្តនិយម។ ដោយលោកមានប្រាសាសន៍ថា ក្រោមការដឹកនាំរបស់សម្តេច នរោត្តម សីហនុ ប្រទេសជាតិមានសន្តិភាពពេញលេញ គ្មានការបង្ហូរទឹកភ្នែកពេលមានការអភិវឌ្ឍ និងគ្មានការធ្វើបាតុកម្មអ្វីទេ។ លោកក៏បានលើកសរសើរទៀតថា ជីវភាពប្រជាជននៅសម័យនោះមានភាពល្អប្រសើរ ដែលអាចរស់នៅបានសមរម្យ។ លោកបញ្ចាក់បន្ថែមថា «កាលសម័យដើមមានរោងចក្រធ្វើត្រាក់ទ័រ ធ្វើឡាន ផលិតកង់ ម៉ូតូ រោងចក្រក្រចៅ រោងចក្រកៅស៊ូ អីផ្សេងៗអីជាដើម»។
សម័យសង្គមរាស្រ្តនិយមចាប់ផ្តើមពីឆ្នាំ១៩៥៥ និងបន្តរហូតដល់ឆ្នាំ១៩៧០។ របបនេះត្រូវបានបញ្ចប់ដោយសភាជាតិបានបោះឆ្នោតទម្លាក់សម្តេច នរោត្តម សីហនុ ពីព្រះប្រមុខរដ្ឋ នៅថ្ងៃទី១៨ ខែមិនា ឆ្នាំ១៩៧០ ហើយហេតុការណ៍នេះត្រូវបានសម្តេច នរោត្តម សីហនុ ហៅថាជារដ្ឋប្រហារ ដែលធ្វើឡើងដោយពួកក្បត់៕

Most of this historians is a liars manipulate the truth . I admit some is good but a lot is exaggerate or exacerbate in favor of Sihanouk . I give you some example Like he create Sahakor Khmer is not work , sonapim is not work good for Khmer , 18 point of law to ban competition from foreigners ( like ban foreigners to caries sacks in harbor , ban them to work as a cyclo push , to drive heavy transport truck or be a barber and more . If Khmer intellectual have a little time , sit down and think why a leader of one country made a law to ban foreigners to perform a dirty jobs and force our own people to perform that job , IT is shame isn't it ? . why Sihanouk a head of state dare to ban foreigners of all race to do business , merchants or any relate activities ? Force our own people to have exclusive of carrying heavy sacs in the harbor , or pedaling cyclo push hold day is a stupid law for Khmer owner of one country . Did this is an act of smart leader or a dump one . I have a lot more to cite like These manipulate historian said his is god descendant to excite Khmer to believe true, but if you take a look just small thing like the help from our dear friend China in the 1960 China gave us a fabric factory , but in fact all the machines they gave us is out of date it made since 1949 and China stop use it for long time . They put a new paint and ship to our country , in addition to that China obligate Khmer government to buy spare parts exclusive from China , it cost about 150 to 200 millions dollars a year . In fact finding to that burden this Chinese factory can produce only low qualities fabric can not compete in the market even with small private factory like CHIP TONG in Tuol kork . Who dare to write that in the book ? TO convince the failure of China free donation project Sihanouk advisers suggest to use that un quality fabric as gift to Khmer people ( old Khmer people may still remember when Sihanouk went anywhere in the country he through free 2m of fabric by the car window to poor Khmer to chase his running car) . How many accidents dead or almost dead happen to poor Khmer at that time . Did any on of them have courage to write about it? I have a lot and a lot more more to tell from this . I am not Sihanouk hater but please told the truth too .
