Vietnamese border encroachments [In Khmer]



School of Vice: One Vietnamese 'historian' likened Vietnam's territorial expansion into Cambodian territory to 'an ink on a blotting paper'. Another western researcher on Vietnamese expansion suggested [around the time the late Sihanouk had asked the UN [Untac] to leave Cambodia alone!] that every Khmer person living along the border 'should have a pair of binocular'!

I would suggest similarly that the Opposition and civil groups form a special border monitoring committee for the same purpose. The task should be to maintain communication with villagers or officials who care to report [anonymously or openly] any instance of violation by border authorities whose workings lack transparency and are at odds with Cambodia's constitution, or the PPA.

Those border stakes are partly planted on Cambodian farms and in naked violation of Cambodian sovereignty to test Cambodian people's resistance and Cambodian public mood. Isolated resistance by farmers to such infringements will be quickly suppressed by Vietnamese authorities and their subservient Cambodian counterparts, as we have seen over the years. But, organised monitoring, evidence/data collecting, research, information dissemination and vigilance on a larger scale will prove a far more effective response to this classic Vietnamese expansion - which is written into their DNA.

This, of course, applies to Cambodia's western border concerns too.
