US ambassador's speech on Human Rights Day 2014

Give our kids a better deal
PHNOM PENH (The Cambodia Herald) -- The following is full text of US ambassador to Cambodia William E. Todd's speech on the 66th International Human Rights Day on Wednesday.

Today marks the 66th anniversary of the Universal Declaration of Human Rights, adopted by the United Nations General Assembly on December 10, 1948, which affirms that “the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world.” The shared values that guided the international community in creating this and mark document in the wake of the Second World War–fundamental beliefs about liberty, equality, and justice under the law for all – remain essential today.  On this day, we recognize the progress that has been made in protecting and promoting basic freedoms across the world and also reflect on how far we have to go.

In recognition of Human Rights Day, I would like to give special acknowledgement to the many individuals, civil society organizations, and NGOs that work every day to promote democratic principles and to advocate for human rights in Cambodia. The U.S. Embassy in Cambodia is proud to stand with you.  The knowledge, dedication, and passion that you demonstrate in your work serve as an inspiration to all.

During my time in Cambodia, I have followed the human rights situation closely.  There have been some improvements, but there have also been setbacks.  The Universal Declaration of Human Rights is incorporated into the Constitution of the Royal Kingdom of Cambodia, but living up to the principles enshrined in the UDHR requires constant effort and attention.

I encourage all Cambodians to take this day to rededicate themselves to promoting basic human rights and freedoms.  In particular, I urge the government to engage with the opposition and civil society to address the issues of impunity, nepotism, and corruption, which together have a corrosive effect on society, weakening economic growth and stability and undercutting progress made on human rights.  It is incumbent on all parties to set aside petty differences and to work together for the benefit of the people of Cambodia.

The United States remains deeply committed to the protection of human rights in order to secure the peace, deter aggression, promote the rule of law, combat crime and corruption, strengthen democracies, and prevent humanitarian crises. This commitment is evident in our work with all levels of government and society.  We look forward to continuing our partnership with all sectors of Cambodian society to promote the universal freedoms enshrined in the Universal Declaration of Human Rights and the Cambodian Constitution.
