ប្រធានសហគមន៍ខ្មែរកម្ពុជាក្រោម លោក ថាច់ សេដ្ឋា (លើកដៃ) ដឹកនាំក្បួនបាតុកម្មទាមទារឲ្យស្ថានទូតវៀតណាម សុំទោសរឿងបំភ្លៃប្រវត្តិសាស្ត្រទឹកដីកម្ពុជាក្រោម នៅថ្ងៃទី៨ ខែតុលា ឆ្នាំ២០១៤។

ប្រតិភូសហគមន៍ខ្មែរកម្ពុជាក្រោម និងសម្ព័ន្ធយុវជនខ្មែរដើម្បីលទ្ធិប្រជាធិបតេយ្យ ដែលបានធ្វើដំណើរទៅស្រាវជ្រាវរកឯកសារប្រវត្តិសាស្ត្រទឹកដីកម្ពុជាក្រោម តាមការចង្អុលបង្ហាញរបស់ស្ថានទូតប្រទេសបារាំងប្រចាំកម្ពុជានោះ បានរកឃើញឯកសារសំខាន់ៗទាំងនោះហើយ។
ប្រតិភូសហគមន៍ខ្មែរកម្ពុជាក្រោម និងសម្ព័ន្ធយុវជនខ្មែរដើម្បីលទ្ធិប្រជាធិបតេយ្យ ដែលបានដឹកនាំការស្រាវជ្រាវយកឯកសារនៅប្រទេសបារាំង ទាក់ទងនឹងការកាត់ទឹកដីកម្ពុជាក្រោមទៅឲ្យវៀតណាម បានបញ្ចប់ហើយ។
សេចក្ដីប្រកាសព័ត៌មាន របស់សហគមន៍ខ្មែរកម្ពុជាក្រោម ចុះផ្សាយនៅថ្ងៃទី ១២ ខែកុម្ភៈ ឲ្យដឹងថា ក្នុងដំណើរស្រាវជ្រាវរកឯកសារនៅប្រទេសបារាំងនោះ ជាលទ្ធផលបានស្រាវជ្រាវរកឃើញឯកសារ និងផែនទីសំខាន់ៗមួយចំនួន ទៅតាមផែនការរបស់ខ្លួន ដែលបានគ្រោងទុក។ ក្នុងនោះមានដូចជា ព្រះរាជសាររបស់សម្ដេចព្រះនរោត្ដម សីហនុ ផ្ញើជូនរដ្ឋាភិបាលបារាំង កិច្ចព្រមព្រៀង និងសន្ធិសញ្ញាផ្សេងៗ រវាងបារាំង-វៀតណាម កំណត់ហេតុប្រជុំរដ្ឋសភា បារាំងក្នុងការកាត់ទឹកដីកម្ពុជាក្រោម ឲ្យវៀតណាមនៅឆ្នាំ១៩៤៩ កំណត់ហេតុចរចា ព្រមទាំងលិខិតឆ្លើយឆ្លងសម្ងាត់ជាច្រើន ទាក់ទងនឹងការកាត់ទឹកដីកម្ពុជាក្រោមឲ្យវៀតណាម។
ប្រធានសហគមន៍ខ្មែរកម្ពុជាក្រោម លោក ថាច់ សេដ្ឋា ដែលបានដឹកនាំគណៈប្រតិភូ ស្រាវជ្រាវនេះ។ លោកមានប្រសាសន៍តាមទូរស័ព្ទពីប្រទេសបារាំង កាលពីថ្ងៃទី១៣ កុម្ភៈ ថា ឯកសារប្រវត្តិសាស្ត្រកម្ពុជាក្រោម ដែលក្រុមលោកបានរកឃើញនៅប័ណ្ណសារដ្ឋានជាតិបារាំង ក្នុងខេត្តអេសង់ប្រូវ៉ង់(Aix-En-Provence) ហើយដែលក្រុមលោកចង់ដឹងចង់ឃើញនោះ មានមិនតិចជាង៤ពាន់ទំព័រឡើយ។
យ៉ាងណាក៏ដោយ លោក ថាច់ សេដ្ឋា បញ្ជាក់ថា ឯកសារទាំងអស់នោះ កំពុងរក្សាទុក ក្នុងប័ណ្ណសារដ្ឋានជាតិបារាំងនៅឡើយ រង់ចាំការប៉ាន់ប្រមាណតម្លៃ ដើម្បីថតចម្លង។ លោកថា តាមការឲ្យដឹងពីអ្នកទទួលខុសត្រូវបណ្ណាល័យ ការថតចម្លងក្នុង១ទំព័រ តម្លៃ ២.៥០អឺរ៉ូ ឬប្រមាណ ២.៨០ ដុល្លារ សម្រាប់គុណភាពធម្មតា ប៉ុន្តែសម្រាប់គុណភាពល្អវិញ តម្លៃជិត១៧អឺរ៉ូ ឬប្រមាណ២០ដុល្លារ ឯណោះក្នុង១ទំព័រ៖ «យើងរកឃើញហើយ ប៉ុន្តែនៅរង់ចាំគេថតចម្លងឲ្យយើង ហើយថតចម្លងនោះគឺថ្លៃណាស់ អញ្ចឹងយើងជួបបញ្ហាលំបាកណាស់ ហើយនៅក្នុងហ្នឹងពេល ដែលយើងទៅស្រាវជ្រាវនោះ គឺគេមិនឲ្យយើងយក សូម្បីតែប៊ិចក៏ចូលមិនបានផង គេឲ្យខ្មៅដៃរបស់គេ ក្រដាសសរបស់គេ ហើយបើយើងថតវិញ គឺមិនច្បាស់ទៀត យើងចង់ឲ្យគេជួយថតចម្លងឲ្យយើង តែបើថត ចម្លងវាថ្លៃ»។
លោក ថាច់ សេដ្ឋា បញ្ជាក់ថា ខាងប័ណ្ណសារដ្ឋានជាតិបារាំង ត្រូវការពេលវេលាមួយសប្ដាហ៍ដើម្បីធ្វើការប៉ាន់ប្រមាណតម្លៃថតចម្លង។ យ៉ាងណាក៏ដោយ លោកថ្លែងហាក់ដោយអស់សង្ឃឹមថា បើការថតចម្លងនោះមានតម្លៃខ្ពស់ពេក ប្រតិភូលោកប្រហែលជាគ្មានប្រាក់ដើម្បីទទួលយកនោះទេ។ ប៉ុន្តែ លោកថា ប្រសិនបើក្នុងដំណើរលើកទី១នេះ ក្រុមលោកមិនមានលទ្ធភាពយកឯកសារ បានទាំងអស់នោះទេ លោកនឹងស្នើទៅរដ្ឋាភិបាលបារាំង ដើម្បីធ្វើដំណើរស្រាវជ្រាវនៅពេលក្រោយៗទៀត។
ដំណើរស្វែងរកឯកសាររបស់សហគមន៍ខ្មែរកម្ពុជាក្រោម និងសម្ព័ន្ធយុវជនខ្មែរដើម្បីលទ្ធិប្រជាធិបតេយ្យនៅពេលនេះ គឺជាផ្នែកមួយនៃយុទ្ធនាការរបស់ខ្មែរក្រោម ក្នុងការទាមទារឲ្យរដ្ឋាភិបាលវៀតណាម ទទួលស្គាល់ប្រវត្តិសាស្ត្រទឹកដីកម្ពុជាក្រោម ដែលមន្ត្រីការទូតវៀតណាមបាននិយាយបំភ្លៃ កាលខែមិថុនា ឆ្នាំ២០១៤។
លោក ថាច់ សេដ្ឋា ធ្លាប់បានបញ្ជាក់ថា យុទ្ធនាការទាមទារឲ្យរដ្ឋាភិបាលវៀតណាមទទួល ស្គាល់ប្រវត្តិសាស្ត្រខ្មែរ នឹងនៅធ្វើបន្តទៀត។ យ៉ាងណាក៏ដោយ លោកអះអាងថា លោកចង់បានឯកសារមកដល់ដៃជាមុនសិន។ លើសពីនេះ លោក ថាច់ សេដ្ឋា មានជំនឿថា ឯកសារទាំងអស់នេះក៏នឹងជួយឲ្យកូនខ្មែរជំនាន់ក្រោយ បានសិក្សារៀនសូត្រកាន់តែច្បាស់ថែមទៀត អំពីប្រវត្តិសាស្ត្រទឹកដីកម្ពុជាក្រោម។
លោក ថាច់ សេដ្ឋា ក៏ឲ្យដឹងដែរថា លោកនឹងយកឯកសារទាំងនេះ ទៅតម្កល់នៅក្រសួងអប់រំ ឬរាជបណ្ឌិតសភាកម្ពុជា និងស្នើឲ្យរដ្ឋាភិបាលបញ្ចូលវាទៅក្នុងកម្មវិធីសិក្សាជាតិ៕

One step at a time. This is monumental if we can counter-argue the Vietnamese Embassy's stance in Cambodia, if not proving to the world, that Khmer krom's land was Khhmer's until France ceded it to the bloody Vietcong/Vietnamese back in 1949!!!
Oh cool! Let's sue both France and Vietnam and force them to return half of Vietnam back to Cambodia!

Well, these maps just confirmed what most Cambodian had always known that Kampuchea Krom
(South Vietnam) was Cambodia territories. France knew that too but by the time French naval arrived in the 17th century most of Kampuchea Krom were already colonized by Vietnamese settlers. Khmers had already became minority in their own country.
It didn't help even after France colonized Indo-Chine because Vietnamese women were favored heavily by lusty French men & women. Khmers were still backward and stick to their old traditions while the Youn were smart to adapt to western cultures. Viets are the majority in Prey Ngor and French lusts were the differences that France decided to hand our our land illegally to Youn king at Hue province. Sad but the truths. Our past kings and his generals were to blamed for lusting over Youn's women and silvers. We as Khmer poors and powerless were helpless to change history.
Khmer Rough did tried to retake Kampuchea Krom back but they went in with no planning at all and results disasters. Our current situations are even worst because most of our armed forces commanders were either Youn's agents or Khmers sympathizers to Viet's ideas. Trying to retake our land now it will be a disasterous even if all CPP cooperated. Youn got the best military in Southeast Asia. Their military were built to fight a giant China so do you think a small helpless ill equipped Khmer military stand a
chance? Taking them to ICJ court might have small chances but I think it is an impossible tasks. Still we must try this route instead of armed conflicts. Please Khmer brothers & sisters don't do anything irrational like Pol Pot regime. We have to be patience and wait longer.

It seems to me that you have a very big mouth about the Vietnamese colonization before French arrived and the rest of your statement. You want Cambodian or Khmer people to lose the confidence about getting their land back. So, don't just poop your mind of understanding what you have learn. You only benefit you own Vietnamese illegal immigrants or settlers in Cambodia and other Vietnamese thieves who are millionaires that robbed from Cambodia and Cambodian people. You sound like the Vietnamese poster completely with no question about your status here. Watch what you say that you will be labeled as that hypocrite person. So, don't think all Khmer or Cambodian readers worldwide can be fooled by your flip-flopped or hypocrite statements.

I am sorry you feel this way You are completely wrong about me. I am grateful for Khmer Kampuchea Krom peoples for trying very hard. I am Khmer & Chinese, French. I had never support Viet Cong or Khmer Viet Minh. My dad was a major in Lon Nol's republic army. My father, 2 brothers, 2 sisters, 7 neices, knephews, uncles, aunts, cousins were killed by KR by Pol Pot, Youn's agents 1975, 1977.
I lived through Pol Pot genocide period. I just don't want our peoples get kill senselessly again. I am 100% SUPPORTIVE of us try to RETAKE Prey Ngkor& Koh Tral back but don't you think at current situation our country is still control by Youn agents & sympathizers.We Cambodian at the present DO NOT have as much friends as the Vietnamese at the International stage.This is the truths. Here are my suggestions:
1. We MUST build up our friendship with European & Asian in order to have any chance.
2. We MUST educated our friends around the world about Khmer history and get them interested.
3. We MUST educated our youths inside and outside Cambodia about our history.
4. Work with elements of CPP members who still love their fatherland.
5. Build up funds for expense with International legal experts regarding ICJ court.
6. If CNRP manage to win 2018. We MUST reform our armed forces and give them the mean to defend Cambodia interests. We MUST root out Youn's agents within our armed forces.
7. Use all peaceful ways to win back our land but NEVER RULE OUT MILITARY OPTIONS.
I WOULD PREFERRED WINNING AT ICJ AND SAME TIME HAVE ENOUGH STRENGTH AT VIETS BORDER TO SHOW THAT WE CAMBODIAN ARE SERIOUS AND UNITED.
