ភ្នំពេញៈ រដ្ឋាភិបាលកម្ពុជាកាលពីម្សិលមិញបានស្នើជាថ្មីទៀតឲ្យរដ្ឋាភិបាលវៀតណាមត្រូវតែបញ្ឈប់ជាបន្ទាន់នូវរាល់ការសាងសង់នៅតាមខ្សែបន្ទាត់ព្រំដែននៅកន្លែងដែលមិនទាន់បានកំណត់ខណ្ឌសីមានៅឡើយខណៈដែលភាគីវៀតណាមបានថ្កោលទោសចំពោះការកើតមានអំពើហិង្សានៅតាមព្រំដែនក្នុងខេត្តស្វាយរៀងជាប់ខេត្តឡុងអានប្រទេសវៀតណាមកាលពីសប្តាហ៍មុន។
ផ្អែកលើកំណត់ទូតថ្មីមួយទៀតដែលបានផ្ញើទៅស្ថានទូតវៀតណាមនៅភ្នំពេញកាលពីម្សិលមិញ ក្រសួងការបរទេសកម្ពុជាបានទាមទារឲ្យរដ្ឋាភិបាលវៀតណាមបញ្ឈប់ការសាងសង់ផ្លូវថ្នល់ និងហេដ្ឋារចនាសម្ព័ន្ធតាមព្រំដែនភ្លាមៗ ដោយរង់ចាំរហូតដល់គណៈកម្មាធិការចម្រុះព្រំដែននៃប្រទេសទាំងពីរបានបញ្ចប់ការបោះបង្គោលព្រំដែនផ្អែកលើផែនទីខ្នាត 1 / 100.000។
ក្រសួងការបរទេសកម្ពុជាបានស្នើថា៖ «(វៀតណាម) ត្រូវផ្ដល់ទីតាំងដែលអាជ្ញាធរវៀតណាមគ្រោងសាងសង់ផ្លូវថ្នល់ និងហេដ្ឋារចនាសម្ព័ន្ធដទៃទៀត និងផ្តល់ផែនទីដែលចង្អុលបង្ហាញពីទីតាំងសាងសង់ផ្លូវតាមខ្សែបន្ទាត់ព្រំដែនដែលគណៈកម្មាធិការចម្រុះនៃប្រទេសទាំងពីរបានព្រមព្រៀងបោះបង្គោលព្រំដែន ឬសម្រេចដោះដូរដីក្រោមក្របខ័ណ្ឌនៃអនុស្សរណៈយោគយល់ឆ្នាំ ២០១១»។
កម្ពុជាក៏បានប្រាប់រដ្ឋាភិបាលវៀតណាមឲ្យបញ្ឈប់ការសាងសង់ផ្លូវដែលជាប់ខ្សែបន្ទាត់ព្រំដែននៅតំបន់ដែលមិនទាន់បានកំណត់ព្រំដែន។ ក្រសួងការបរទេសបានចង្អុលបង្ហាញពីទីតាំងបីនៃចំណែកផ្លូវដែលវៀតណាមកំពុងសាងសង់នៅចន្លោះបង្គោលព្រំដែនលេខ ១៩៤ និង ២០០៣ ដែលមានចម្ងាយប្រហែល ២០ ម៉ែត្រពីបន្ទាត់ព្រំដែនក្នុងស្រុកចន្ទ្រាខេត្តស្វាយរៀងចំណែកផ្លូវរវាងបង្គោលព្រំដែនលេខ ២១១ និង ២១៣ គឺប្រហែល ១០ ម៉ែត្រពីបង្គោលព្រំដែនក្នុងស្រុកកំពង់រោទ៍ ខេត្តស្វាយរៀង និងចំណែកផ្លូវចន្លោះបង្គោលព្រំដែនលេខ ២១៣ និង ២២៧ គឺប្រហែល ៤៥ ម៉ែត្រពីខ្សែបន្ទាត់ព្រំដែនក្នុងស្រុកកំពង់រោទ៍។
នេះគឺជាកំណត់ទូតលើកទីបី ហើយដែលចេញក្នុងពេលថ្មីៗនេះខណៈដែលកំណត់ទូតចំនួនពីរកាលពីខែមុនបានស្នើឲ្យវៀតណាមចាក់ដីបំពេញស្រះទឹកទាំង ៨ នៅ ខេត្តរតនគិរី និងបានស្នើវៀតណាមបញ្ឈប់ការសាងសង់ប៉ុស្តិ៍យោធាក្នុងស្រុកកោះធំ ខេត្តកណ្តាល។
កំណត់ទូតកាលពីថ្ងៃម្សិលមិញបានចេញបន្ទាប់ពីក្រសួងការបរទេសវៀតណាមបានថ្កោលទោស និងចោទប្រកាន់ប្រជាជនកម្ពុជាថាបានប្រព្រឹត្តអំពើហិង្សាទៅលើប្រជាជនវៀតណាមនៅតាមព្រំដែនកាលពីថ្ងៃទី ២៨ ខែមិថុនា។
នៅក្នុងសេចក្តីថ្លែងការណ៍មួយកាលពីម្សិលមិញដែល AFP បានដកស្រង់យកមកចុះផ្សាយក្រសួងការបរទេសវៀតណាមបានថ្កោលទោសចំពោះអ្វីដែលវៀតណាមហៅថាជាការវាយប្រហារដោយក្រុមសកម្មជនកម្ពុជាលើក្រុមប៉ូលិស និងប្រជាជនវៀតណាមដែលរស់នៅក្បែរព្រំដែនប្រទេសទាំងពីរដែលការវាយប្រហារនេះបានធ្វើឲ្យមនុស្សជាច្រើននាក់រងរបួស។
សកម្មជនកម្ពុជាប្រហែល ២៥០ នាក់ក្នុងនោះរួមបញ្ចូលទាំងតំណាងរាស្រ្តរបស់គណបក្សសង្គ្រោះជាតិបានចូលក្នុងទឹកដីវៀតណាមដោយខុសច្បាប់នៅខេត្តភាគខាងត្បូងគឺខេត្តឡុងអានកាលពីចុងសប្តាហ៍កន្លងទៅ។
ក្រសួងការបរទេសវៀតណាមបានគូសបញ្ជាក់នៅក្នុងសេចក្តីថ្លែងការណ៍នោះថា៖ «មន្រ្តីសន្តិសុខ និងប្រជាជនវៀតណាមក្នុងតំបន់នោះបានព្យាយាមលើកហេតុផលជាមួយសកម្មជនកម្ពុជា និងបញ្ឈប់ពួកគេ ប៉ុន្តែពួកគេបានវាយប្រហារ ... វៀតណាមចំនួនប្រាំពីរនាក់ឲ្យរបួស»។
អ្នកនាំពាក្យក្រសួងការបរទេសវៀតណាម លោក Le Hai Binh បាននិយាយនៅក្នុងសេចក្តីថ្លែងការណ៍នោះថាវៀតណាម «បានថ្កោលទោសយ៉ាងខ្លាំងលើអំពើហិង្សាទាំងនេះ» ដែលអាចធ្វើឲ្យខូចទំនាក់ទំនងល្អរវាងប្រទេសទាំងពីរ។
លោកបន្ថែមថា កម្ពុជាគួរតែចាត់ «វិធានការសមស្រប» ដើម្បីដោះស្រាយជាមួយនឹងសកម្មជន ហើយកុំឲ្យកើតមានអំពើឈ្លានពាននេះទៀត»។
ទន្ទឹមនឹងនេះ លោក វ៉ា គឹមហុង ទេសរដ្ឋមន្រ្តីទទួលបន្ទុកកិច្ចការព្រំដែនបាននិយាយថាគណៈកម្មាធិការចម្រុះព្រំដែនកម្ពុជា និងវៀតណាមនឹងរៀបចំកិច្ចប្រជុំ ៤ ថ្ងៃនៅសប្តាហ៍ក្រោយក្នុងខេត្តសៀមរាបដើម្បីពិភាក្សាអំពីអំពើហិង្សាដែលបានកើតឡើងតាមព្រំដែនរវាងប្រជាពលរដ្ឋប្រទេសទាំងពីរ និងដើម្បីដោះស្រាយបញ្ហាព្រំដែនដែលនៅសេសសល់។
លោកថ្លែងថា៖ «យើងនឹងដាក់បញ្ចូលពីរចំណុចក្នុងកិច្ចប្រជុំនេះដំបូង គឺដោះស្រាយបញ្ហាដែលនៅសេសសល់ និងដោះស្រាយ [បញ្ហាអំពើហិង្សា] ដែលបានកើតឡើងតាមបណ្តោយព្រំដែន»។ ជាមួយគ្នានេះ លោក គឹមហុង បានបន្ទោសគណបក្សសង្គ្រោះជាតិថា បានធ្វើឲ្យមានការអូសបន្លាយពេលវេលាកាន់តែវែងក្នុងការកំណត់ព្រំដែនជាមួយវៀតណាម និងបានស្នើឲ្យគណបក្សសង្គ្រោះជាតិកុំរំខានក្នុងកិច្ចការព្រំដែន។

I am not and have never lived in Boise, Idaho. It's just the gateway of my Internet provider which gives off the IP of the location in Boise, Idaho. It could be an error in the entry or the gateway is actually in Boise. I do not know.

Ok, let me reveal one of my lessons to the boys and why the children loved me as their "wonder" uncle.
One day I went to the park with the oldest boy who was then age 13. His cousin was the young girl age 11. We were playing tennis and the young girl lost every game, and got sit out much often.
I made a decree: From now on, each time Kim has a winner, she gets 2 points. (The boy and I only get 1 point per winner as usual.)
The boy disagreed to my decree. I had Kim to vote with me, "Chu, this is Democracy. Majority rule with respect to minority's right. Respect our vote."
The boy still disagreed and clearly did not obey nor understood Democracy. After some teaching...It was no use, "Ok, Chu, when you grow up, I want you to think about what I said. It's good lesson. Now, let uncle teach you about Capitalism: Supply and Demand.
I then told the little girl, "Kim, you are the Supply, you supply us a tennis partner to play with. We are the Demand, we each need you to play with."
Then I add, "You can choose who to play with, Chu or me. If you play with me, I will give you 2 points for each of your winner. Ask Chu how many points he would give you then make your choice."
Obviously, Kim chose to play with me. We both refused to play with Chu. He got very upset and sat at the bench sulking. I told him, "If you to want play with Kim, you know what she wants..."
After awhile, the boy came to his sense and agred with my system. He had many close game with Kim. I was cheering for the little girl and it was quite competitive and fun.

It is OK for Khmer and foreign readers onlines read the posts from Drgunzet (Yuon/Vietnamese poster), but just be careful and think carefully what this Drgunzet (Yuon/Vietnamese poster) has tried to twist and manipulate the history and story about Cambodian/Khmer people.
